ExceleRate™ Illinois

ExceleRate™ Illinois helps programs prepare children for success in school and in life.

This quality rating and improvement system gives programs a process for pursuing quality efforts that will help them learn more, do better and improve developmental skills among the children they impact.  ExceleRate Illinois also provides standards, guidelines, resources and supports to help providers make sensible changes that lead to better quality outcomes.

ExceleRate is a comprehensive system that includes:

  • Licensed Child Care Centers
  • Preschool for All and Center-Based Prevention Initiative Programs
  • Head Start/Early Head Start Programs
  • Licensed Family/Group Child Care Homes

Quality Rating System (QRS)

For license-exempt family child care providers, there are three tiers of training to achieve for the Illinois Quality Counts Quality Rating System (QRS). Providers completing Training Tiers receive a QRS Training Tier certificate. Providers caring for Child Care Assistance Program (CCAP) children receive a quality bonus of 10%, 15%, or 20% to the standard payment for CCAP children in care.
